SOLUTION: When a power supply bus 4 is cut off by the operation of a discharge controller 7 due to the occurrence of overcurrents in the power supply bus 4, the discharge controller 7 inputs a bus changeover switch close signal Aa into a bus changeover switch 10 to close the bus changeover switch 10. Moreover, when overcurrents occur in the power supply bus 5 and the power supply bus 5 is cut off by the operation of the discharge controller 8, the discharge controller 8 inputs a bus changeover switch close signal Ab into a bus changeover switch 11 to close the bus changeover switch 11.
