PROBLEM TO BE SOLVED: To improve the precision of an extraction area by removing the effect of the moving speed of a moving object and the effect of noise when an inter- frame difference is used. SOLUTION: An extraction result in a candidate area extraction part 11 is stored in a candidate area storage part 12 by plural frames and the frames that an accumulation frame decision part 14 should accumulate are decided for respective picture elements by using a moving vector detected by a vector detection part 13. An accumulation extraction part 15 accumulates a candidate area in the candidate area storage part 12 in accordance with the decision and extracts the moving object. Thus, the moving object can precisely be extracted.
