PROBLEM TO BE SOLVED: To efficiently retrieve respective water drainage facility operation rules in a drainage basin where branch drainage basins are mutually connected by drainage canals by classifying water rise phenomena in object areas by scales, and using a group of flood countermeasure DBs by drainage basin states which are generated corresponding to the phenomena. SOLUTION: Water level prediction simulation at a water-system main spot is carried out and the flood phenomena in an object area are evaluated by a drainage basin state classification part 5 and classified into, for example, a small-scale water rise, an intermediate-scale water rise, and a large-scale water rise. As the group 6 of flood countermeasure DBs by flood scales, operation rules corresponding to various water rise cases and classified by large-scale, intermediate-scale, and small-scale water rise DB parts 61-63. Based on the calculated prediction data and measurement data, rule DBs for placing respective water drainage facilities in operation are retrieved by a DB retrieval part 7 for the DBs to select a desired wide-area operation schedule plan. Then water level prediction simulation is performed again to select the most suitable schedule plan. |
