摘要 PROBLEM TO BE SOLVED: To reproduce the fine part of a picture with good quality by adding a slight weight to the transformation coefficient value of the picture when the picture moves a lot and transmitting only a changed part from a preceding picture when the picture is still or moves little. SOLUTION: Each picture is divided into the blocks of point sets, bi-directional transformation is applied to the function of the value of a block to generate the value of a matrix expressing a spatial frequency called the transformation coefficient of the block. Then at the time of displaying a scene in which the picture moves a lot and transmitting the value of transformation coefficient of this picture, a slight weight is added to a coefficient corresponding to an intermediate or high spatial frequency. On the other hand, when the picture moves little or is still, only the changed part concerning the preceding picture of a picture fluctuation coefficient is transmitted. Then the movement of the picture shown by consecutive pictures is evaluated by comparing the value of the transformation coefficient of the corresponding block of each picture. Thereby, at the time of displaying a picture of little movement or a still picture, the redundancy of information in the picture is utilized to reproduce even the fine part with good quality.
