PROBLEM TO BE SOLVED: To provide a function suitable for build-up of a server application for conducting detailed bi-directional service in response to the transmission state of data. SOLUTION: This data transmitter is provided with a data transmission management function that receives a data monitor request from an application 11 and makes a notice to the application when the designated data reach a designated transmission state, a data storage section 13 storing the data to be sent, and a data transmission section 14 sending data. The data desired to be known in advance by the application 11 and the state desired to be known are registered by the data transmission management function 12 and when the data transmission management function 12 informs it to the data transmission management function 12 when the state of the designated data reaches a designated state so as to allow the application 11 to realize the detailed 2-way service depending on the data transmission state.
