摘要 PROBLEM TO BE SOLVED: To eliminate the need to provide spare carrier, to replace at the time of abnormality and to prevent a channel in speech communication from forcedly being freed by replacing with speech communication carrier whose priority order is at a higher position when control carrier is replaced by the speed communication carrier in the case of abnormality of the control carrier. SOLUTION: A switching device 22 of a radio base station 200 switches transmitter-receivers, according to information from a fault supervisory device 21 and has a communication management table 220. Priority order which is defined in advance, whether or not a fault occurs in a carrier and used/unused of a current slot (channel) are written in every carrier in the table 220. When a radio channel is allocated at the time of call occurrence, a radio channel whose carrier is at a lower position of priority order is allocated. When control carrier is substituted by speed communication carrier in the case of abnormality of the control carrier, speech communication carrier, whose entire slots are empty and whose priority order is at a higher position, is used instead.
