PROBLEM TO BE SOLVED: To manage a necessary band efficiently and precisely for wide traffic characteristics without any division loss by selecting an optimum algorithm according to the contents of packet arrival characteristics. SOLUTION: When an acceptance management part 10 receives a VC(virtual channel) setting request, individual band management parts 30 are actuated according to its traffic characteristics descriptor. The actuated management parts 30 store a necessary band before the connection of VC and find increments Q of the necessary band when VCs that they already accept and VCs of the setting request are multiplexed. The increment Q is passed from each management part 30 to a total necessary band calculation part 20. The calculation part 20 selects one of the management parts 30 according to the increment Q and denotes the found increment of the selected management part 30 as Q deg.. Then the calculation part 20 sends this selection result to a control part 10. The control part 10 informs the unselected management parts 30 among the actuated management parts 30 of that and stores the selected management part 30. The calculation part 20 stores the necessary band before the connection of the VCs and adds Q deg. thereto to newly find and output a necessary band.
