PROBLEM TO BE SOLVED: To obtain a surface coating material excellent in flame retardance, low smoking property, heat resistance, etc. and capable of readily releasing from a forming mold by including a resol-type phenol resin and a granular filler as essential components. SOLUTION: This surface coating agent consists essentially of (A) a resol type phenol resin and (B) granular filler. The component B is preferably an inorganic material and has preferably 1-100μm average short diameter and preferably <=2 ratio of long diameter to short diameter. Furthermore, the surface coating agent contains preferably 10-95wt.% component A and 95-10wt.% component B. Releasability from a molding coating film is improved and crack and pinhole are reduced by forming the surface-coating material as a surface resin layer on the surface of the fiber-reinforced phenol resin layer and repair to be carried out when decoration is applied is made thereby unnecessary.
