PROBLEM TO BE SOLVED: To prepare a perfectly transparent cosmetic composition containing a fine pigment, a filler and a fat binder, not whitening skins and having a sufficient UV light-shielding characteristic. SOLUTION: This cosmetic composition contains at least one filler, at least one fine pigment in an amount of at least 2wt.%, and a fat binder. Therein, the volume concentration (CPC) of a filler comprising the combination of the filler with the fine pigment is the same or less as the critical volume concentration (CCPV) of the pigment, and the volume Vf of the filler is double or larger the volume Vn of the fine pigment. When the filler is added to the fine pigment under the above-described conditions, the dispersibility and stability of the fine pigment on the preparation and spreading of the composition are improved. The optical characteristics of the fine pigment contribute to the inherent optical characteristics of the filler to improve the cosmetic composition. When the cosmetic composition is used for a make-up cosmetic, the make-up cosmetic exhibits improved beautiful characteristics due to good transparency, strong colorability and good color homogeneity without causing the deterioration of the product with time.
