SUBSTANCE: plant has windwheel, shaft, and generator; windwheel is placed in nozzle installed inside sound-absorbing chamber of draft tube with working packing placed on its top between forcing packings; there are also safety control valves and pressure chamber which is located in bottom part; wind intake with guide vanes installed downstream of pressure chamber has internal and external shutters and forcing guide surfaces upstream of it.
