SUBSTANCE: present invention recommends to add to binder composition high-calcium fly ash, slag resulting from pyrometallurgical treatment of fly ash and gypsum, said components being used in following weight ratio, wt.%: high-calcium fly ash 24-30; slag 65-70; gypsum 5-6.
