A device for controlling intergroup resource utilization in a system in which computers connected to one another are grouped and works allotted to each group or intergroup works are executed. The device (10) comprises work procedure preparing means (1) for preparing a work procedure on the basis of work defining bodies of each group which define work process using resources used by each group, and all group work defining bodies which define a work process using resources used by groups, intergroup resource utilization control means (2) for performing control including permission of using resources by a group or by groups, and resource managing means (3) for managing the work of each group or the intergroup works using resources.
