An information transmitter is provided with a signal separating means (66) which separates a packet train (S35) multiplexed by means of another transmitter into a packet train (S52) of element data and a packet train (S53) of second additional information on the element data, an additional information regenerating means (67) which generates third additional information (S54) by simultaneously regenerating the second additional information and first additional information (S37), and a control means (42) which manages the packet identifiers added by encoding means (43 to 46) and instructs the encoding means (43 to 46) to add different packet identifiers. Therefore, redundancy of the additional information or packet identifying information is avoided easily with a simple constitution.
