A blade is arranged in the sleeve close to the free end thereof which can be moved inside or outside the sleeve with a movable pin. The blade extends outside the sleeve through a close fitting opening made in the wall of the sleeve in such a way that its cutting side abuts a limiting edge of the opening in the sleeve thereby closing the opening.
