PROBLEM TO BE SOLVED: To use a mobile station moved in a radio service area even when the mobile station moves to the radio service area of an exchange to which the mobile station does not make initial registration. SOLUTION: A tentative extension number for a mobile station moved tentatively is preset to exchanges 12A, 23B, and when a mobile station 12A making initial registration to the exchange 12A moves from a radio service area 1 of the exchange 12A to a radio service area 2 of the exchange 23B tentatively, the idle tentative extension number is assigned to the mobile station 12A so as to allow the mobile station 12A to be used in the radio service area 2 of the exchange 23B.
