PROBLEM TO BE SOLVED: To obtain an accurate value having no shift by dividing an integrated value of signal, obtained by multiplying sample data by sampling time and summing, by an elapsed time. SOLUTION: A first digital filter section 24 sums up measuring times Ti, inputted from a measuring time calculating section 18 for every preset time interval, and removes the fluctuation component therefrom through conventional weighted moving average operation to produce a valueΣTfi which is then delivered to a dividing section 26. A second digital filter section 25 sums up areas Si, inputted from an area calculating section 22, at every preset time interval and delivers an average valueΣSfi similarly weighted as in the case of time Ti to the dividing section 26. The dividing section 26 calculates the average value Wi of load to be weighted, according to the following equation and delivers a calculated average value Wi to a load calculating section 17. Wi=ΣSfi /ΕTfi . The calculating section 17 outputs a load M determined from the average value Wi. According to the method, shifts due to irregular interval of sampling can be eliminated, and an accurate sample data can be obtained.
