PROBLEM TO BE SOLVED: To operate a circuit without cutting off the circuit by verifying a connection attribute of the circuit which is stored in a storage part when a fault happens and resuming the connection of the circuit based on a verified result. SOLUTION: When a fault happens, a circuit controller 100 sends an instruction which requests 'initialization' to each circuit accomodation device 10, 20,..., and control parts 11 and 21 read protect bits of storage parts 12 and 22 which correspond to a circuit which is busy, i.e., a connected circuit. The controller 100 sends an instruction that instructs each device 10, 20,... to perform 'an online start' after completing setting the parts 12 and 22 which correspond to each circuit based on the protect bits. Thereby, each device 10, 20,... is resumed operation in the state where the storage parts 12 and 22 are completely cleared when the circuit is a switched visual circuit SVC, and on the other hand, each device 10, 20,... continues operation without changing any content of the part 12 and 22 when the circuit is a permanent visual circuit PVC.
