In a system which compresses a bit string (for example, CU02) of a plurality of continuous picture elements by a run-length encoding method, one compression unit of run information (for example, CU02*) includes run-length information representing the number of continuous data blocks having the same picture element or the number of continuous picture elements (0101 of one bit of the third to sixth bits of the CU02*) and picture element data (01 of the seventh or eighth bit of the CU02*) which are two-bit data and represent the above-mentioned picture elements classified by three or more colors.
