An optical groundwire (10) includes an organizer (12) made of a non-conducting strength material, such as glass fibers held together in a matrix. A plurality of core tubes (20) containing optical fibers (22) are retained within the organizer. A plurality of conductors (32) are wrapped about the organizer to form a sheath (34).
