A sample rate conversion apparatus for processing a non-standard TV signal used for IDTV(Improved Definition TeleVision) is provided to improve properties of monitor. The sample rate conversion apparatus comprises: a write and read address counters(41,42) for outputting a BL(burst locked) clock and a LL(line locked) clock to a write address and a read address; a read address correction means(43) for generating a correct signal to compare the output signals; adder(44) for generating a corrected read address to add the corrected signal to the output signal; and buffer memory(45) for storing and reading the inputted digital data in accordance with the output signal of the adder(44).
