A first step increases a heating power of the burning waste matter by pour the air into the incinerator. The air is supplied compulsorily at a uniform presser from a supply air reservoir to a side of a cyclone generator's gate. It turns quickly and goes downward along the inside. The circular jaw refracts the air and it pass through the air vent. At the same time, it forms a cyclone air stream and it is poured powerfully into the inside of the incinerator. The air heated by the incineration and the combustion creation matter produced at the incineration process is mixed. The mixed gas rises at the center of the cyclone air stream, and bumps against the spark board. At the same time, it spreads to the out side, and runs against the air that supplied at a condition of the quick turning so that the cyclone air stream gets through the second step incineration process by the oxidation catalysts.
