摘要

PROBLEM TO BE SOLVED: To improve the compression efficiency in the case of applying hierarchical coding to image data and to reduce deterioration in image quality. SOLUTION: After generating hierarchical data D31, D33, D35 by an arithmetic operation, picture element data to be decoded are interleaved by arithmetic operation using picture element data of an adjacent host layer and picture element data of its own layer and the number of quantization bits is assigned more to data of the host layer to conduct compression coding to the data, then increase in the number of transmission picture elements based on the hierarchical structure is suppressed because the transmission picture element data are reduced through interleaving and number of quantization bits of the data toward the higher layer is assigned more to suppress deterioration in the low layer image based on the quantization error of the layer.
