PROBLEM TO BE SOLVED: To enable confirmation by test with an electric field strength higher than or equal to that of actual use, by arranging a solid insulator having a dielectric constant equivalent or more on an outer peripheral conductor inner surface, and adjusting the electric field strength. SOLUTION: The solid insulator 2 whose dielectric constantεis higher than that of main insulator 4 of a unit 1 is fixed between e.g. an oil unit (insulating block) 1 of an object to be tested and a metal shield (outer conductor) 5 arranged on the outer periphery of the oil unit 1. A tightly closed case 8 in which the whole body is accommodated is filled with insulating liquid like insulating oil or insulating gas like nitrogen, and a voltage is applied across central conductor (inner peripheral conductor) 3 and a shield 5, which a high voltage applying equipment. Since the solid insulator 2 is inserted in the part between the unit 1 and the shield 5 and electric field strength is controlled, equipotential lines are biased to the main insulator 4 side, and electric field just above the central conductor 3 is increased. Thereby, distribution of electric field strength in the longitudinal direction can be controlled, and test confirmation by electric field strength higher than or equal to that of actual use is enabled.
