PROBLEM TO BE SOLVED: To attain a program change of a mobile terminal equipment without recovering the mobile terminal equipment in the case of changing a program of the mobile terminal equipment, to attain the program change of the mobile terminal equipment without use of an external terminal of the mobile terminal equipment and to change programs of a plurality of mobile terminal equipments simultaneously. SOLUTION: A program down-loaded from a maintenance operation center 1 to a mobile terminal equipment 11 is down-loaded to a radio base station 7 and written in a storage section 10. The maintenance operation center 1 calls a mobile terminal equipment 11 and connects it to an announcement device 4 to set a call connection state and sends a program down-load start request leading to the mobile terminal equipment 11 to the radio base station 7. The radio base station 7 uses a radio channel 15 used by the call connection and down loads the program written in the storage section 10 to the mobile terminal equipment 11. The mobile terminal equipment 11 writes the down-loaded program to a ROM 14. |
