PROBLEM TO BE SOLVED: To increase the durability of a fender by orienting reinforcing fiber which reinforces a cylindrical body of the fender in such a manner that it has a specific angle for the direction of generating line which constitutes a peripheral face of the cylindrical body when the cylindrical body is developed like plane. SOLUTION: A reinforcing fiber 10a which reinforces a cylindrical body of a buffer member 1 made of an elastic material such as rubber is formed like a cord by using a synthetic fiber. Many reinforcing fibers 10a are embedded in the cylindrical body 10 in such a manner that orientation angleθbecomes 70 to 90 degrees for the direction of generating line, M1 , which constitutes a peripheral face of the cylindrical body 10 as shown by an arrow F2 when the cylindrical body is developed like plane. A joint member 4 is attached to one end of the cylindrical body 10, and an opening of one end is blocked by a top plate 2 like a flat plate. Furthermore, a joint member 5 is attached to the other end of the cylindrical body 10, and an opening of the other end is blocked by a bottom plate 3 like a flat plate to form a buffer member 1.
