When cigarettes are continuously manufactured by continuously wrapping shredded tobacco, which is continuously supplied with a supply amount thereof controlled by a lengthy rolled paper to form a tobacco rod and cutting the tobacco rod to a predetermined length, charging quantities (charging densities) in various portions of the tobacco rod in a longitudinal direction are successively measured interlocking with continuous wrapping of the tobacco rod. The charging quantities (instantaneous values) in various portions of the tobacco rod are compared with a preset threshold to detect local excess shredded tobacco charging portions and/or shredded tobacco undercharging portions. The detected result is output in synchronism with a conveying timing of cigarettes of a predetermined length continuously cut from the tobacco rod, so that cigarrettes containing local excess shredded tobacco charging portions (hard spots) and local shredded tobacco undercharging portions (soft spots) can be surely eliminated.
