PROBLEM TO BE SOLVED: To shift the zone of a mobil station even at the time of executing high speed transfer by permitting the mobil station to observe the signal of a peripheral base station and to detect the zone shift of the mobil station. SOLUTION: Plural slots are assigned to the mobile station, a specified frame which is not used in a super frame is previously set and the mobile station observes the peripheral base station so that the zone shift of the mobile station is detected. For example, in three-channel TDM-TDMA communication, one super frame is constituted by the four frames. When the first to the third slots are used in data communication by one mobile station in data at this time, the mobile station has no time for observing the signal of the peripheral base station after changing-over a reception frequency when data communication is executed in whole time. Then, it is decided between the mobile station and the base station that the three slots of the one super frame are not used in communication so that the mobile station observes the signal of the peripheral base station by the timing. Then, an observation result is transmitted (reported) to the base station.
