PROBLEM TO BE SOLVED: To provide a method for producing a material for injecting into the ground, excellent in impregnation to the ground. SOLUTION: Ultrafine particle cement is used as a material for injecting into the ground and a kneaded material comprising the ultrafine particle cement and an aqueous solution of a dispersing agent is formed and ultrasonic wave is applied to the kneaded material for 0.01 to 120sec. Kaolin or a mixture of the ultrafine particle cement with the kaolin may be used as the material for injecting into the ground. When the kaolin is used as the material for injecting into the ground, dispersing due to ultrasonic wave is carried out under an aqueous solution of pH 10-12.
