PROBLEM TO BE SOLVED: To highly accurately decide the set value of each stand and to balance the rolling conditions at all the stands by providing a correction control part for executing the control of the operations of a 1st correction arithmetic part and 2nd correction arithmetic part. SOLUTION: From the measured values with a condition measuring part of the stands 1-1 in the early stage of a rolling mill and rolling stock information data, the rolling conditions of the stands 1-1 in the early stage of the rolling mill is estimated by a model 2. Using the estimated result by the model 2 and the measured result of the stands 1-1 in the early stage of the rolling mill, the set values of the stands 1-2 of the poststage of the rolling mill are corrected with the 1st correction arithmetic part 3. Furthermore, using the estimated result by the model 2 and the measured result of the stands 1-1 in the early stage of the rolling mill, correction set values which are optimum to all the stands of the rolling mill and in which the balance of power or the like is taken into consideration are determined with the 2nd correction arithmetic part 4. The operations of the 1st correction arithmetic part 3 and 2nd correction arithmetic part 4 are controlled with the correction control part 5.
