SOLUTION: An environment data input means 1 inputs the regulation data, etc., on a power plant A, from an environment monitor center 6 by a data communication function and then notifies a target handling value calculation means 3 of the regulation data, etc. A plant data input means 2 inputs various process value of power generation units A1 to An of the plant A. The means 3 calculates the total NOx discharge value to be reduced at the plant A based on the present NOx discharge value, power generation value, NOx density, etc., of each of units A1 to An. Then the means 3 selects a power generation unit to be handled based on its present operation state. The target value of the NOx discharge value, power generation value, NOx density, etc., are calculated for the unit to be handled.
