PROBLEM TO BE SOLVED: To detect a state that a punch hole was present and stop use of reproduction, even when the punch hole has been optically erased by using securities having punch hole record information at a position where a punch hole is formed. SOLUTION: At the position where the punch hole 10 is bored, the securities 1 having the punch hole record information 11 are used and when the punch hole 10 is formed, the punch hole record information 11 is erased, so that the value-reduced securities have the punch hole recording information made absent, corresponding to the specific value reduction. Further, securities having securities characteristic information where the punch hole 10 and 2nd securities characteristics information 22, indicating the same information as the securities characteristics information 21, recorded at a proper position are used and the securities characteristics information 21 and 2nd securities characteristics information 22 are matched against each other to discriminate illegal securities, according to an unmatch between the both. Consequently, the use of illegal securities having a punch hole optically reproduced by using value-reduced securities having no punch hole can be detected. |
