PROBLEM TO BE SOLVED: To perform charging corresponding to the utilization frequency of a program, to confirm the payment of charges and to automatically apply the approval of program usage by counting the quantity of usage through a meter rating system, checking use, discriminating either usage stop or restart and storing the quantity of usage. SOLUTION: Between a user computer B to be used for the user of a pay program and a computer A for performing charging management, the information of use approval is exchanged together with charging information. In this case, this system is provided with a measuring means for counting the quantity of usage through the meter rating system, discriminating means for checking the use of the pay program, deciding means for stopping or restarting usage, charging file for storing the quantity of usage, means for communication between the managing system of a center and the pay program, and managing means for calculating the charging at the center. Just before program execution is to be finished, a personal approval code is sent to a user charging managing system and when the refusal of approval is set, the start of the next execution is disabled. |
