PROBLEM TO BE SOLVED: To improve the accuracy of estimation of substation load power value which changes in a time series manner, by using a mixed coupling type of neutral network which has an ability to recognize data changing in a time series manner. SOLUTION: The load electric energy P1 after passage of a specified time from the present time is estimated with a power estimation means 1 by means of a mixed coupling type of neutral network. Next, the combined weight coefficient within the mixed coupling type neutral network is studied by a study means 2, using the actual result value of the past load electric energy as a teacher signal. Then, a notch limit command judging means 6 judges the on/off of the notch limit command to a train by comparing the estimated load electric energy by a power estimating means 1 with the contract power with a power company, and outputs the result. Hereby, the estimation of the load electric energy of a substation can be performed with accuracy, and also the electric energy used can be maintained at or under the contact electric energy with the power company. |
