PROBLEM TO BE SOLVED: To easily build up the mobile communication system by using an exchange without a function of controlling a channel of a mobile terminal. SOLUTION: Radio base stations (104, 105) in the mobile communication system make radio communication with a mobile terminal (106) in its own radio area and transfer a registration request from the mobile terminal intruded in its own radio area to base station controllers (102, 103). The base station controller accesses a database (109) in response to a received registration request and uses the result of access to a communication of a mobile terminal. A telephone line is registered between an exchange and its own base station controller and the registered telephone line is designated for the exchange. The exchange makes call reception connection of the channel to report a call to the mobile terminal to a telephone line designated by the base station controller.
