PROBLEM TO BE SOLVED: To stabilize the injection of an electric charge, to suppress a vibrating sound and to obtain an excellent image by charging an electrophotographic photoreceptor with a filler coming into contact with the inner periphery of the photoreceptor. SOLUTION: In a voltage applied from an electrifying member to the surface of the photoreceptor, an AC voltage is superimposed on a DC voltage and, when the relation between the peak-to-peak voltage Vpp(V) of the AC voltage and a discharge start voltage Vth satisfies an inequality Vpp<2Vth, enequalities|Vdc-Vd|<=200(V),|Vd|>|Vpp/2|+|Vdc|-|Vth|are established by the dark potential of the photoreceptor Vd(V), a DC applied voltage Vdc(V), the peak-to-peak voltage vpp and the discharge start voltage Vth. Then, the photoreceptor is charged with the filler, to set weight against the total volume of the electrophotographic photoreceptor to >=0.8g/cm. As materials for the filler, metal such as aluminum and brass or a ceramic such as cement, plaster and pottery materials or an elastic material such as urethane rubber and chloropropylene rubber is useful. The materials are suitably selected among the above materials, in consideration of productivity, workability, the effect of the vibrating sound, costs, etc.
