PROBLEM TO BE SOLVED: To instantaneously acquire a certificate such as a resident card, etc., at an optional place by using a FAX as the input and output means respectively. SOLUTION: A user performs the initial registry of his name, address, etc., to a certificate information data base 4 via an ID number register part 7 of a municipal office and acquires an ID number that can uniquely identify him. Then the user sends his ID number, his secret protection password and the type of the necessary certificate via an input means 2, i.e., a FAX 1 to obtain his desired certificate such as a resident card, etc. A personal identification part 3 checks three items including the received ID number, password and type of the certificate. If these items are proper, a certificate production part 5 edits the certificate that is requested by the user and then transmits it. Then the produced certificate is outputted from an output means 6, i.e., the FAX 1. |
