PROBLEM TO BE SOLVED: To reduce stray capacity caused by a protective layer, by making dielectric constant of, at least, the outermost layer out of protective layers lower than that of a dielectric layer sandwiched by inner electrode layers. SOLUTION: A specified number of first sheets 4a, whose dielectric constant after the sintering isε1 , are laminated, and a first dielectric layer 5a of a lower part is formed. Second sheets 4b for dielectric layers, whose dielectric constant after sintering isε2 and inner electrodes 2a, alternately laminated, and an effective part 5b is formed. The first sheets 4a are laminated, and a first dielectric layer 5c of an upper part is formed. The ratio of the dielectric constantε1 of the first dielectric layer 5a to the dielectric constantε2 of the effective part 5b satisfiesε1 /ε2 <1.1. Thereby mass production of laminated ceramic capacitors is enabled with high capacity precision, and creeping discharge resistance characteristics of an element surface are improved conspicuously.
