PROBLEM TO BE SOLVED: To prevent deposition and melt sticking of a toner during cleaning and to obtain a good image by roughening a substrate in such a manner that the average diameter of recesses and ten-point average roughness of the surface where films are to be formed are controlled to specified values or smaller. SOLUTION: A photosensitive layer 3 comprising a-Si is formed by vacuum deposition, active reaction vapor deposition, plasma CVD, etc., on a conductive substrate 2. The photosensitive layer 3 consists of, for example, a carrier injection preventing layer 4, a photoconductive layer 5 and a surface protective layer 6. The surface of the substrate 2 is roughened to form a rough surface where the films are to be formed, and the surface where films are to be formed is controlled to have <=60μm average recess diameter andη1.0μm ten-point average roughness Rz The roughened surface where films are to be formed can be obtd as desired. by dimpling treatment using a dimpling device. Thereby, a good image can be obtd. and deposition and/melt sticking of a toner during cleaning can be prevented.
