PROBLEM TO BE SOLVED: To reduce an influence upon entire configuration even when the necessity of customize is partially generated and to flexibly deal with various kinds of customize requests by functionally autonomously operating respective domains. SOLUTION: A display managing part 1 for managing picture display at a graphical user interface(GUI) 100 has a group of parts for display and a detecting function, etc., for the operation of a user 200 is provided. A procedure managing part 2 for managing an operating procedure is provided with a help processing function or the like. A data base managing part 3 for managing a system 300 to be a connecting object and various data such as the information of equipment is provided with a function for providing the communication function of a network for connecting a console and the system 300, etc. An application part 5 is used for providing a function defined by a designer to be used. Then, respective parts (respective domains) 1-5 are commonly provided with functions for exchanging messages among the respective parts and functionally autonomously operated and by mutually exchanging the messages, the function of the entire GUI is provided.
