PROBLEM TO BE SOLVED: To obtain preset force without correction even with dislocation in the relative positions of an input shaft and an output shaft by providing rolling members locked into locking grooves when input torque is smaller than the specified value while going over the locking grooves when input torque exceeds the specified value, and providing an elastic member brought into pressure contact with the rolling members so as to hold the rolling members between the locking grooves and the elastic member. SOLUTION: When steering wheel operation is very small, balls 232 are locked between input shaft side ball locking grooves 231 and a first elastic ring 233, and an input shaft 13 is held by frictional force among them, so that the relative rotation of the input shaft 13 to an output shaft 15 is regulated. When steering wheel operation becomes large, input torque becomes larger than this frictional force, so that the input shaft 13 is relatively rotated in one direction to the output shaft 15, and the balls 232 go over the ball locking grooves 231, but the balls 232 are positively locked between the input shaft side ball locking grooves 231 and the first elastic ring 233 even in case of being assembled with slight dislocation in the rotating direction relative positions of the input and output shafts 13, 15. Preset force can therefore be obtained without correcting dislocation.
