PROBLEM TO BE SOLVED: To carry out only simple construction work by providing a ground anchor disposed obliquely or roughly in a horizontal direction so as to suppress the displacement of a structure immediately above a foundation and prevent site securing or the constraint of a space below a girder. SOLUTION: A ground anchor 3 is installed in such a manner that its tip side is fixed to a support ground H and its anchor head part is fixed to a footing 1A. In this case, the anchor 3 is disposed in a left and right pair when seen from its section so as to function in whatever direction of a bridge shaft an earthquake force is applied. The total sum of the horizontal direction components of the anchor 3 is set to be nearly zero so as to prevent the anchor 3 from giving a horizontal force to a bridge pier 1 in its normal state. If the numbers are different between left and right because of the relationship with fixing possible positions, or if disposing anglesθare different between the left and right anchors 3, the total sum of horizontal direction components is set to be nearly zero by adjusting an introducing tensile force.
