SOLUTION: Actual diagram data up to the present time is prepared by an actual diagram preparing means 8 on the basis of train positions detected by a train position detecting means 7, and a predictive diagram is prepared on the basis of the actual diagram data and data in a basic data storage means 4 or a temporary speed data storage means 5. When an obstruction is generated, a temporary speed limit command is outputted from a temporary speed limit command means 6, dividing a certain territory and time, and the temporary speed data storage means 5 stored with operation time between stations corresponding to the temporary speed limit command, and a time interval is connected to a predictive diagram preparing means 1 to prepare the predictive diagram from this stored data. An operation adjusting means 2 adjusts operation in such a way as to minimize delay and to urgently recover diagram disorder. On the basis of the result of this operation adjustment, a control diagram preparing means 3 prepares a control diagram to be supplied to a track control means 104.
