PROBLEM TO BE SOLVED: To safely enable long-time continuous operation while suppressing the vibration of a guide rod by a stirrer and the generation of a vibration sound. SOLUTION: A buffer member 5 is provided to the inner peripheral surface of a water seal pipe 34. The buffer member 5 consists of the holding jig 52 provided to the inner peripheral surface of the water seal pipe 34 over a peripheral direction and the buffer material 51 fixed to the inside of the holding jig 52 by a head screw bolt. A stirrer 3 is arranged to the upper end of a draft tube 2 through a feed in and out device to which the buffer member 5 is attached. Even if the stirrer 3 is operated, a connection ring 28 is restricted by the buffer member 5 and an impact is bufferred and the vibration of a guide rod 22 is prevented.
