PROBLEM TO BE SOLVED: To simply, economically and advantageously treat a hydrous excavation residual soil with facilitated control of a treating agent by adding the specific treating agent to the specific hydrous excavation residual soil in a soil pressure-based shielding work, kneading the resultant mixture and eliminating the fluidity without removing water therefrom. SOLUTION: (B) A treating agent comprising fine particles having 100μm particle diameter in a dispersion of (B1 ) a cationic water absorbing polymeric resin in an oil in an amount so as to provide 0.05-5kg component B1 based on 1m<3> component A or (C) a treating agent comprising a dispersion of (C1 ) an inorganic or an organic cationic flocculant and (C2 ) an anionic, a nonionic or a cationic water absorbing polymeric resin in an oil in an amount so as to provide 0.03-3kg component C2 based on 1m<3> component A is added to (A) a hydrous excavation residual soil, containing an anionic polymeric mudding agent and having >=3cm value of slump in a soil pressure-based shielding work to eliminate the fluidity of the component A without removing water therefrom.
