PROBLEM TO BE SOLVED: To produce a phosphorus-based flame retardant resin composition excellent in impact strength, thermal stability, fluidity in a molding process and stability in an extrusion and useful for domestic electric appliances, etc., by extruding a styrene-based resin, polyphenylene ether and a phosphorus-based flame retardant in a specific ratio and specified mixing parameter by a twin screw extruder. SOLUTION: This phosphorus-based flame retardand resin composition is obtained by extruding (A) 3-94wt.% styrene-based resin having 0.4-0.6 reduced viscosity (ηsp /C) (B) 3-90wt.% polyphenylene ether such as poly(2,6-dimethyl-1,4- phenylene ether) having 0.3-0.6 reduced viscosity and (C) 3-50wt.% phosphorus- based flame retardant such as a compound of the formula [(a), (b) and (c) are each 1-3; R<1> to R<3> are each H or a 1-30C hydrocarbon] to regulate the mixing parameter M of the formula M=(nD)×N/(D<3>×Q) [D is the inner diameter of a cylinder of a twin screw extruder (cm); nD is a kneading zone length and is a multiple of D; Q is an extruding amount (kg/hr); N is a number of revolution of the screw (rpm)] so as to attain 23×a<2.2> to 5 ((a) is a weight fraction of the component (C)) by the twin screw extruder.
