PROBLEM TO BE SOLVED: To hold the difference of ball quantities between respective islands to a prescribed range or less by providing a ball quantity detection means in each storage means of a plurality of islands and controlling a circulation means in such a state as setting the difference of the ball quantity stored in each storage means to a prescribed range or less based on the ball quantity detected by a plurality of ball quantity detecting means. SOLUTION: A ball quantity detection sensor formed by vertically arranging a plurality of optical sensors for detecting a stored ball quantity is provided in a storage tank of each of every islands 10A∼10E and an output signal of the sensor is input in a computer. The quantity of balls stored in a storage tank 20 is detected based on the output of the signal of the ball quantity detection sensor and the detected value is outputted to a communication part of other island via a communication part. Secondly, whether or not a ball is given from an island in the normal direction and in the reverse direction, and whether or not there is any necessity of sending a ball in the normal direction and in the reverse direction are surveyed respectively. Thirdly, a circulating means including a gutter 64 is controlled so as to offset flags in opposed operations in the island and move the balls.
