The device comprises a cylindrical hub (5) which has fluting (16) identical to that on the end of the steering column (17) and is fastened by a nut (11). Inside the hub is housed a freely rotating and independent ring (4). A lock (6) fixed on the bottom part of this ring has its cylindrical barrel (3) passing flush through the axial face of the steering wheel (2). The ring supports the steering wheel. The hollow cylindrical ring is precisely machined. A cylindrical groove (8), of the thickness of the lock bolt (7), is made around the hub inside. At the bottom of this groove is a striking plate recess (9) corresponding to the bolt dimensions. This recess is drilled diametrically in the hub and along the longitudinal axis of the bolt.
