PROBLEM TO BE SOLVED: To enable a slave station and a master station to perform time-stamp processing in synchronism with the same standard time by transmitting effective cells in an ATM cell stream as packets and correctly reproducing the cell order of the ATM cell stream by using the time-stamp processing. SOLUTION: The standard time received from the master station 4A is extracted 28A and the time stamp value counted by a timer A which synchronizes with this time is added 23A to effective cells. The effective cells are transmitted in packets by a packet senind-out circuit 24A to the master station 4A through a transmitting circuit 3A. The master station 4A receives the effective cells packeted from the slave station 2A by a packet receiving circuit 41A to detect the time stamp value 42A. Then a cell stream regenerating circuit 44A reproduces the ATM stream when the time stamp value counted by a timer A synchronizing with the standard time generated by a standard time generating circuit 43A is equal to or larger than the stamp value of the effective cells.
