PROBLEM TO BE SOLVED: To prevent the evaporation of moisture from skin by cooling indoor by the natural convection of cold air by circulating cold heat medium to a heat absorbing plate installed in a ceiling via a pump and a pipe from a radiator laid on the ground surface and under the ground. SOLUTION: A heat insulator embedded with a hose 3 and a heat absorbing plate 2 are mounted in a ceiling provided with a vent opening. A header 9 for distributing to rooms is provided at the end of the hose 3, and a pump 10 for circulating and a three-way valve 13 for switching a cooler are installed at the end. One of the valve is piped to a heat exchange tank 14 via a refrigerator 15, and the other is connected to a radiating hose 11 laid under the ground. With such a piping route, the medium is circulated to the absorbing plate capable of regulating the temperatures of the respective rooms. A solenoid valve is mounted at the header 9, and can be automatically controlled by controllers mounted in the rooms.
