PROBLEM TO BE SOLVED: To decide whether or not an information frame is addressed to its node without using a repeating exchange function by receiving the information frame by a frame relay transmission device, deciding whether or not the information frame is addressed to its node from opposite-dial-number information, and sending the information frame to another node unless the frame is addressed to its node. SOLUTION: A frame relay FR from a transmission line 160 is received by a transmission/reception control part 304, the address in the FR header is detected, and an FR frame header detection part 302 decides whether or not it is addressed to its node. When the FR frame is addressed to its node, an internal information discrimination part 303 detects an internal information discrimination bit 604 or 605 in the internal information header of the FR frame and discriminates whether the internal information is speech data 309 or control data 311. When the FR frame is not addressed to its node, this FR frame is sent out to a transmission line 161 corresponding to this FR frame through an FR frame transmission control part 301 and a transmission/reception control part 305.
